This dragon comes in the form of a feisty cholo man. He lives in the City of Consumption, which is surrounded by a storm of tornados. Although the dragon has the ability to destroy these tornados (he is a wind dragon, after all), he waits until some citizen of the town feeds him dinner. In that selfish place, however, he waits a long time for that meal. No one believes that this little belligerent man is the dragon of yore who can save the town. It is Max the Pig who finally gives him a meal and he then errupts into his true form.
As for his look, I was thinking of Lou Diamond Phillips in Stand and Deliver, whose character was named Angel -- a rough hispanic kid who raises hell with his gangster buddies at night, but scores a perfect 5 on his AP calculus exam. Wiry, but strong. He wears a cholo hat, a wife-beater undershirt, and penny loafers. He could be wearing black or brown pants. He has a gold chain, but no crucifix. He has a tattoo of a Chinese character (Long = Dragon).
